Affording Boise: Rental housing
Soaring rents. Skyrocketing home prices. The double-digit rates of increase in the costs of Boise-area housing create increasingly urgent problems for low-income, working-class and even moderate-income Idahoans who need places to live. Boise
A three-story town house building in Southeast Boise’s Harris Ranch is moving closer to being built.
The building, at 4340 E. Haystack St., would be 44 feet tall, have 40 parking spaces and include private balconies and a rooftop patio, according to an application filed with the city.
Dave Evans Construction LLC is listed as the project’s applicant and the property owner, according to Ada County records.

Fourteen town houses could be coming to the eastern edge of the Boise Bench.
Property owner Corwin L Brown Living Trust is applying to build the town houses at 2219 and 2215 W. Kootenai St.
The development, named Batovka Subdivision, would take up half an acre.
According to an application filed with the city, four structures are proposed. There are two buildings on the property.

Six duplexes are planned along McMillan Road and east of North Five Mile Road in Northwest Boise.
The Darlington Place development, at 10009 W. McMillan Road, would feature 12 multifamily units on six lots. Each duplex would have a single-family home and an accessory dwelling unit, according to a filing with the city.
An application said the maximum building height would be 27 feet. Each building would have about 2,000 square feet with attached garages.
The project was approved by Boise’s Planning and Zoning Commission, which also recommended that the City Council approve a development agreement.
Innovative Housing Solutions LLC’s Jenna Nash is listed as a representative of the developer on a previous application.

Salt Lake City, Utah,-based Stellar Senior Living is applying to build an assisted living and memory care center west of Eagle Road and north of West Baldcypress Street in West Boise.
Jasmine Acres Senior Living, at 13984 W. Jasmine Lane, would be designed for people 55 and older. It would include “extensive on-site amenities to promote a comfortable aging-in-place lifestyle,” an application said.
The building would have 150,000 square feet with 144 living units, including studio, one-bedroom and two-bedroom units.
Stellar Senior Living applied for a neighborhood meeting list.

The Roman Catholic Diocese of Boise wants to add six units of living space for priests to St. John Vianney Retirement Home in West Boise.
The one-story retirement home, at 4420 N. Five Mile Road, already has eight units, according to the Ada County Assessor’s Office. The addition would add 6,373 square feet to the home.
The building would remain one story after the addition, according to an application filed with the city. BuildZoom first reported the application.

Construction of the 11th Street Bikeway has shifted south, according to a news release from the Ada County Highway District.
The project calls for a bicycle corridor on 11th from State to Heron streets. The project includes road maintenance, bikeway signage, three rapid flashing beacons, new sidewalks and pedestrian ramps, ACHD said.
Eleventh Street is now closed from Eastman to Fort streets in the North End. Eastman and Fort are fully open, and the intersection of 11th and Alturas Street remains open to through traffic. Commuters should detour at 10th Street or 12th Street, the highway district said.
Construction is expected to end this winter.

Boise plans to build a narrow city park across from Capital High School in the West Bench.
The park would encompass 3 acres in a strip along the north side of West Goddard Road, near the intersection with North Milwaukee Street next to the high school. The Settlers Irrigation District is donating the land to the city. The irrigation district manages the canal that stretches west from Ann Morrison Park and runs just north of Goddard.
“This parcel will allow the city to develop a unique park, in collaboration with the West Bench Neighborhood Association, that is much needed in West Boise and it will put more than 700 Boiseans within 10 minutes of a park,” said Mayor Lauren McLean in a news release.
On July 19, the City Council passed resolutions to create the park. Construction would partly be funded by the city’s Energize Our Neighborhoods program, the release said. There is “currently no timeline” for the park to be created, the release said.

Nampa
The Housing Co., a development company associated with the Idaho Housing and Finance Association, is accepting applications to its newest affordable apartments in Nampa.
Canyon Terrace, at 3921 E. Comstock Ave., has 80 units for Nampa residents, including 15 for families experiencing homelessness in the Nampa School District, according to a news release.
“Canyon Terrace was developed by The Housing Co. in partnership with Idaho Housing and Finance Association, Saint Alphonsus, R4 Capital, and the Nampa School District to address the needs of affordable housing and homelessness,” the release said.
The Housing Co. website said the apartment complex has 12 one-bedrooms, 39 two-bedroom and 30 three-bedroom units. People interested in applying can visit thehousingcompany.org/locations/canyon-terrace-apartments.

AMS Hospitality wants to build a four-story hotel on the southwest corner of North Palmetto Avenue and East Plaza Drive, within the Molinari Development.
The Residence Inn would have 131 hotel rooms in a 98,050-square foot building. It would be on 4.3 acres.

Office Evolution, a chain of flexible workspaces, has opened at 408 S. Eagle Road under franchise owner Anabel Lopez, who also owns the Office Evolution in downtown Boise.

Albertsons has opened a grocery store at 4657 S. Eagle Road in South Meridian.
The Boise supermarket company’s newest location features a Starbucks, drive-thru pharmacy and drive-up-and-go delivery service.

2C Yoga, a yoga studio in Nampa, is leasing 1,348 square feet of retail space at 901 Main Street.

Garden City
Dogtopia of Boise-Greenbelt, a doggy day care, boarding and spa center, is set to open Aug. 8 at 3203 W. Chinden Blvd. under franchise owner Dale Goff.
The center is the first of four locations Goff is opening in the Treasure Valley.

Toll Brothers, a national luxury homebuilder, has begun building a subdivision called Heirloom Ridge near Pollard Lane and Floating Feather Road.
Home designs range from 1,586 to 3,104 square feet and feature one- and two-story houses. The homes are starting in the low $500,000s.

Notable
Construction is underway for 84 employee housing units next to Schweitzer Mountain Resort in North Idaho’s Ponderay.
“When finished, this will be a huge improvement for many of our employees and their families by creating access to quality housing in a great location – and at a more affordable cost,” said Scot Auld, director of human resources, in a news release.
The $22 million first phase features 84 one-, two- and three-bedroom units. Eventually, Schweitzer said it would add more housing units and amenities, including a day care center for employees with young children.
