Idaho's 2025 elections

Idaho voters have decisions to make in the November election. No federal or state offices are on the ballot in 2025, but candidates for city councils and mayor are. So are school and special-district trustees. These are the local governments that require property taxes and deliver police, public education and other services. Some of them have placed measures on the ballot asking voters to pony up property-tax money for specific needs. Eight hopefuls will face off for seats on the Star City Council in November.

Two seats are up for grabs in the fast-growing city, with only one incumbent on the ballot. Kevan Wheelock seeks a second term after being elected to the City Council’s Seat 3 in 2021. Art Soukup, a GOP precinct committeeman in Ada County, will challenge Wheelock.

Seat 4 is open after incumbent David Hershey opted not to run for reelection. Six candidates want to take Hershey’s place: Jeff Wood, Liz Flower, Jennifer Ragsdale, Spencer McDonald, Bruce Wise and Steve Day.

Those elected will serve for four years.

For this Voter Guide, the Idaho Statesman sent questionnaires to each of the candidates about top priorities and perspectives on issues facing Star, including growth. Their responses are presented below, unedited except to shorten when a candidate exceeded a 100-word limit per answer. Three candidates for Seat 4 did not respond: Wood, McDonald, and Day.

Statesman background checks found that Wise, a retired business owner, was arrested in 2005 and charged with misdemeanor domestic battery, which was then reduced to disturbing the peace. Wise completed probation and a behavioral course, and in 2006, applied successfully to have the case dismissed. He told the Statesman the arrest was “stupid and embarrassing.”
