Boise

Dale Pipkin is seeking a special exception to operate an RV park on 3.7 acres at 7801 W. Lemhi St., east of Cole Road and southwest of Costco Wholesale.

The park, which would be located in an M-1D (light industrial with design review) zone, is proposed to include 52 full hook-ups for RVs as well as 20-foot cabins made of shipping containers for people to stay in.

Boise’s Planning and Zoning Commission will hold a hearing on the RV park at 6 p.m. Monday, Dec. 9, at Boise City Hall.

Joshua Beach of Acme LLC and Conger Group is seeking a rezone of 7.9 acres at 871 S. Five Mile Road from an R-1B (single-family residential with 4.8 units per acre) zone to an R-1C (single-family residential with eight units per acre) zone.

He is also seeking an appeal of the Planning and Zoning Commission’s decision to deny a conditional use permit for a planned residential development to be built on the land. The project would have 47 detached houses. Originally, the developers had proposed 27 houses and 20 townhouses.

The City Council will hear both the appeal and the rezone request at 6 p.m. Tuesday, Dec. 10, at Boise City Hall.

Life’s Kitchen, which teaches at-risk youths and young adults to work in restaurants as cooks, servers and other employees, plans to move to the former Marie Callender’s restaurant space at 8574 W. Fairview Ave. The move will give the program, now at 1025 S. Capitol Blvd., more space and allow it to double the number of students to 100 from 50.

Life’s Kitchen had planned to move to Garden City, but those plans changed after the Marie Callender’s space became available.

Plans call for renovations to begin in April and for the new location to open next October. Currently, LIfe’s Kitchen offers breakfast and lunch Tuesdays through Fridays. In the new space, it plans to serve meals five days a week.

Traffic would be slowed on 28th Street in Boise by improvements planned by the Ada County Highway District.

ACHD’s board on Wednesday, Dec. 4, will consider a staff recommendation to award a $410,000 contract to Sunroc Corp. to build “traffic calming bulb-outs” at the intersections of 28th Street and Hazel, Bella and Irene streets. The work would be done late next spring and early summer.

The project also includes the installation of sidewalk on the south side of Hazel Street between 28th and 26th streets.

Heroes Academy is seeking a permit to locate a private school and learning center at 5771 N. Discovery Way, south of West Chinden Boulevard and west of North Cloverdale Road. Heroes offers instruction to students in kindergarten through sixth grade.

Family Dynamic Health & Wellness has received a permit to open a massage therapy business at 3320 N. Milwaukee St. The space was formerly occupied by XO Beauty Studio.

Meridian

Boise Hunter Homes wants to annex 32 acres at the northwest corner of South Eagle Road and East Lake Hazel Road to build a subdivision called Sky Mesa Highlands with 75 houses, for a gross density of 2.5 units per acre.

The owner of the property is Donald Cantrell of Boise, Idaho. The Meridian Planning and Zoning Commission will hold a hearing at 6 p.m. Thursday, Jan. 2, at Meridian City Hall, 33 E. Broadway Ave.

Schultz Development of Meridian seeks to build 72 apartments on 5 acres at the north side of West Franklin Road, east of North Black Cat Road. The apartments, called Ascent, would be spread among nine buildings. The development would include a clubhouse, pool and gazebo.

Plans are moving ahead for a contractor to widen Ten Mile Road to five lanes (two each direction plus a center turn lane) between Ustick and McMillan roads next year.

The Ada County Highway District board on Wednesday, Dec. 4, will consider a staff recommendation to award a $6.1 million bid to Central Paving Inc. The work includes curb, gutter, sidewalk, bike lanes, street lighting, two replacement bridges, pedestrian hybrid beacons south of Vicenza and at the city’s Five Mile Creek Pathway, and a parking area for the pathway. The work is scheduled to be done by mid-September.

The West Ada School District has begun applying for building permits for the new Owyhee High School in Northwest Meridian. Already, the district has applied for permits to build a greenhouse, baseball and softball dugouts, and a football field concessions area.

Smart Foodservice, a grocery warehouse chain, has opened its new store at 1560 N. Hickory Ave., south of Fairview Avenue and east of Eagle Road.

Richard and Karena Gardner are applying for a conditional use permit to operate a day care business at their home, 2571 E. Taormina Dr. The daycare, called Magical Minds, would hold classes three days a week for seven to 12 children.

Off the Field, an athletic conditioning company, is applying for a conditional use permit to build an indoor gym in an existing building at 2204 E. Lanark St. off of Franklin Road between Eagle Road and North Locust Grove Road.

Nampa

Ryan Minert, a Boise real estate agent, and the Meridian-based Investment Analytics Group seek approval for a preliminary plat of their proposed Mossy Creek subdivision.

The developers seek to build 54 single-family homes on 17 acres at 2726 and 2878 Southside Boulevard.

Roy Young of Rupert, via his company Broadmoor RV Park, seeks to build a recreational vehicle park on an 12-acre industrial parcel at the southwest corner of North Broadmore Way and 4th Street North, just south of Indian Creek. The RV park would have 155 spaces.

Nazar Leskovets wants a conditional use permit to build an impound lot on a 1-acre tract at 3913 Summit Lane near the Nampa Municipal Airport.

Caldwell

Trilogy Development is looking to annex 48 acres into the city to develop as a 175-home subdivision, with an average lot size of 7,091 square feet. The development, to be called Masterson Ranch, would be located on Middleton Road between Idaho 26 and Linden Road.

Garden City

The Twisted Kitchen is a new commercial kitchen at 3640 W. Chinden Blvd. available for hourly rent by food truck owners, caterers, chefs and bakers.

The business will have a soft open house from noon to 4 p.m. on Saturday, Nov. 30. Tours will be given. Guests are asked to bring a food item for donation to the Idaho Food Bank.

Kuna

Jessica Petty of 12.15 Design in Boise is requesting approval of a 12,900 square-foot building at 1385 N. Jacksonmill Ave., at the southwest corner of Meridian and Deer Flat Roads. The property owner, Adam Buker of Middleton, plans to house multiple businesses in the building, including a dental office and restaurants.

Star

Matthew and Whitney Blazek of Meridian are opening a bar called Beer Guys Saloon at 10936 W. State St. in Star.

Around Idaho

A Southern California developer has agreed to buy Warm Springs Ranch, a 78-acre former golf course and restaurant property — currently used as a dog park — below the north slopes of Bald Mountain in Ketchum, the Idaho Mountain Express reports.

Will Gustafson, of Santa Barbara, has a 90-day due-diligence period from the Nov. 11 announcement to flesh out a workable plan for the site, once slated to become a resort on the scale of Sun Valley itself before the economic downturn pulled the rug on Utah-based Helios Development’s ambitious project more than a decade ago.

Notable

The Saint Alphonsus Cancer Institute, formerly known as the Saint Alphonsus Cancer Care Centers, has launched a collaboration with a cancer institute at Oregon Health & Science University.

Saint Alphonsus said the collaboration with the Knight Cancer Institute will provide patients in Idaho and eastern Oregon access to advanced cancer care, specialized services and research. It also will offer Saint Alphonsus physicians special access to expertise and resources in the treatment of complex cancers not previously available locally.

The median home price in Ada County in October was $352,000, according to a report from Boise Regional Realtors. That was up $2,000 from September, but $3,000 less than the record-setting $355,000 from August.

In Canyon County, the median sales price was $254,900. That tied a record set in August.

Homes are taking slightly more time to sell this year than last. Ada County houses that have sold through October have been on the market an average of 35 days, up from 32 for the same period last year.

A total of 999 homes were sold in Ada County in October, 530 in Canyon County.
