Suspect may have targeted Treasure Valley shoppers for fraud. How to check

Law enforcement advised Treasure Valley shoppers to check their bank accounts for signs of financial fraud.

The Boise Police Organized Retail Crime Unit arrested 32-year-old Jiaxing Guan, 32, of Houston, Texas, on Thursday, according to a Boise Police Department news release on Monday.

The Nampa Police Department previously arrested Guan around March 11 for financial crimes. Boise police said that after Nampa’s arrest, they “received information from multiple victims who recently had their credit cards stolen and used fraudulently.”

Since March 11, local law enforcement agencies have charged Guan with multiple felonies, including six counts of burglary, two counts of grand theft, one count of acquiring a financial transaction card with intent to defraud, and one count of forgery of a financial transaction card, according to court records.

Police said they have evidence that indicates Guan stole victims’ credit cards and used them at stores across the Valley.

“Detectives from across the Treasure Valley are still trying to locate all potential victims in this investigation,” Boise police said.

The Ada County Sheriff’s Office believes Guan may have targeted people who shopped at the following Albertsons stores March 9 and 10:

  • 10565 W. Lake Hazel Road in Boise
  • 250 S. Eagle Road in Eagle
  • 210 N. Highbrook Way in Star

Law enforcement advised people to check their bank statements and contact Ada County Dispatch if they notice problems by calling 208-377-6790 or emailing acsotips@adacounty.id.gov.

“The Boise Police Department and local law enforcement officers across our area would like to thank the victims in these cases for paying attention to their bank statements, reaching out to local retailers where these fraudulent charges were made, and contacting law enforcement to investigate,” Marshall Plaisted, Boise police detective, said in a statement. “It’s partnerships like these that help us make arrests and deter traveling organized theft and fraud organizations from coming to Idaho.”

Guan was booked into the Ada County Jail and awaits a preliminary hearing on April 1.
