Rebolo letter: Vintage decor

I’m curious as to why the city of Boise Building Department requires a building permit for a piece of 1970s sheet metal to replace existing and why a vintage home’s structure is not grandfathered in. I’m also curious as to why a local company states that all vintage décor needs to be removed and replaced with modern unreliable pieces, when obviously the vintage aspect has been standing for 63 years and shows no sign of stress. In my opinion, it seems that both sides are trying to turn a $500 job into a few thousand and not providing me with a straightforward answer.
