Hammer letter: Dogs at outdoor markets

I went to the Farmers Market on opening day. I saw all the signs that said “NO DOGS.” I saw so many dogs and had to walk around dogs. I am pretty sure the city or the Capital City Market could make bank by enforcing it. I understand that some liken their dogs to their children, but really — what if they poop or pee? I did not see one of these people with a bag.
