Poublon-Ramirez letter: Tax rates

Now that there will be new, lower tax rates for businesses and the super wealthy, I am wondering what changes were made to the tax code to ensure that the required taxes will actually be paid? We have heard of big business and some wealthy folks paying little or even no taxes thanks to loopholes. Has this been remedied? Who is going to keep track of this?
