Panter letter: Untarped gravel trucks

Regarding untarped gravel trucks:

Taking a ride down Pleasant Valley Road or down Gowen Road, there are more gravel trucks hauling loads that are not tarped than are. There is a law requiring loads to be tarped when you can visibly see the load above the rails of the truck bed or trailer. Where is the law enforcement? The best part are the trucks that have signs on them that say they are not responsible for broken windshields.
