Would Otter’s plan for scholarships, tuition help get you to college?

Gov. Butch Otter is proposing to increase college scholarships based on need, provide some scholarships for people with college credits to complete their degree and hold the line on tuition increases for students entering as college freshman through their senior year four years later.
