This big development is set to bring 100s of apartments to Boise-area growth hot spot

A big development with commercial buildings and hundreds of apartments has just been approved by the Meridian City Council at the corner of Ten Mile and Franklin roads — the latest project in a hot spot for growth in the Treasure Valley.

The developer says the project, The 10 at Meridian, will include 559 apartments and town houses and 147,650 square feet of commercial space.

The 10 at Meridian would take over what is now 40.3 acres of agricultural land on the southwest corner of West Franklin and South Ten Mile roads.

The developer, Elk Ventures LLC, plans to have three apartment buildings with 380 units, three buildings housing 137 one-story flats, three town home buildings with 24 units and five buildings will be a mix of commercial and apartments with 42 apartments.

Some apartment buildings will be four stories tall, some three. The flats and town houses will be three stories high.

The Meridian City Council approved the development Tuesday night, after previously asking to continue the public hearing on the project because some council members wanted more commercial space than originally proposed. Elk Ventures presented the council the updated project with an additional 18,875 square feet in commercial space.

Elk Ventures plans a mix of offices, a financial business, retail pads, a grocery store, and drive-through restaurants, according to Meridian Planning and Zoning Commission minutes.

“I am so happy and really proud of this development and where you are taking it,” said Councilwoman Liz Strader during the council meeting. “This is a really great development. I am really supportive and I’ll be proud to have this development in our city.”

Strader said she felt the developer had addressed the council’s concerns in the previous meeting.

Lane Borges, with Borges Architecture Group, represented Elk Ventures in the Planning and Zoning hearing. He said the goal of the project was to create “a dynamic place in which people can live, work, shop and play, with an emphasis on managing pedestrian, bike and vehicular circulation.”

The developer wanted to include a mix of styles and designs, Borges said, so that is why Elk Ventures proposed the mix of town homes, flats and higher density apartment buildings.

Elk Ventures is the developer in another Meridian apartment complex, The Enclave. The complex is on Locust Grove Road, near Fairview Avenue. The apartment complex is described as a “high end four-plex project in a letter to the Meridian Planning and Zoning Commission from JUB Engineers on behalf of Elk Ventures.

Ten Mile Road near Franklin Road has become a popular area for development since the opening of the Interstate 84 interchange at Ten Mile Road in 2011.

The Elk Ventures project joins a cluster of other new apartment complexes that have gone up near Ten Mile.

Brighton Corp. and Ball Ventures Ahlquist have developed mixed-use developments in the area that include apartments and commercial and office space.

Their Ten Mile Creek project, on the southeast corner of Franklin and Ten Mile roads, includes 55 acres of office, retail, restaurants, banks and medical space, along with multifamily housing.

Ten Mile Crossing, on the northeast corner of Interstate 84 and Ten Mile Road, includes offices and multifamily residences. The development includes office space for the Brighton headquarters, Paylocity and AmeriBen. It also includes a Saltzer Health medical building and and a Pivot Lifestyle and Fitness Center.

Amazon has discovered the neighborhood too: It is building a 140,000-square-foot delivery station at the northeast corner of Franklin and Ten Mile.

The City Council also gave Brighton Development the green light in April to develop dozens of new commercial buildings on 308 acres along Ten Mile between the freeway and Franklin Road.
