Eagle’s Pennbridge Hospitality aims to launch a 296-room Marriott property at 11th and Grove streets this spring, according to Pennbridge President Mike Webster. While Webster didn’t have an opening date set, he told the Idaho Statesman that the building is “dried in” — meaning the exterior is complete — and several floors of guest rooms are mostly finished inside.

The 15-story tower will split floors between two Marriott brands: Element by Westin, a higher-end extended-stay imprint; and AC, a traditional, European-inflected option. Marriott bought Westin through its 2016 purchase of Starwood Hotels, and it acquired AC in 2019.

The hotel won’t open until all public spaces are done, Webster said. That includes the hotel’s top-floor restaurant, the Boise Post, with a full bar and two outdoor eating areas.

“We wanted it to be a destination for everyone in Boise come, take in the view of downtown, and enjoy a nice meal,” Webster said.

At 296 rooms — 121 Element suites and 175 AC rooms — the combo hotel would be the largest in Boise proper, overtaking the 250-room Grove Hotel on South Capitol Boulevard. (The 300-room Riverside in Garden City will remain the largest in the Greater Boise Auditorium District.)

The hotel , which started when Pennbridge bought the one-time parking lot in January 2020, represents only half of the redevelopment of the block between Grove and Front streets.

The southern half is slated to hold the 40-story apartment tower — a concept that, if completed, would dwarf other downtown skyscrapers to become the tallest building in the state.

Developer GGLO, which has offices in Boise as well as Seattle and Los Angeles, first proposed the tower in March 2025. It would stand 14 stories taller than The Arthur, a neighboring apartment building completed in 2025. It would displace Eighth and Main (more commonly called the Zions Bank building) as the peak of the Boise skyline.

Boise’s new zoning code, enacted in 2023, allows for unlimited building height downtown. GGLO Principal Sean Canady previously told the Statesman that the developer would limit the 1080 W. Front St. address to 40 stories, though the final product could be shorter.

The preliminary documents filed in August call for up to 10,000 square feet of first-floor retail or business uses topped by 400 to 420 market-rate apartments. The apartments would be offered “at a pretty broad spectrum of price points and with pretty varied design options,” Canady said in a March interview. “We want to fit across the market.”

Canady told the Statesman in late December that the project is still in the design phase and is incorporating feedback from Boise Planning and Zoning Commission. He expects to go before the city for a formal design review some time in the spring, followed by construction permit reviews later in the year.

GGLO hopes to start construction in mid-2027, he said. The project could take five to seven years to complete.

Facelift continues west of the Capitol

For now, the footprint of GGLO’s tower is bare, a staging area for Pennbridge’s construction crews as they wrap the dual-brand Marriott. Whatever the final build is, it will join a cadre of new buildings on the west side of downtown.

The Grove Street site sits two blocks southeast of The Arthur and a block away from Broadstone Saratoga — two of Boise’s newest large-scale apartment blocks, both opening in 2025.

Marriott’s hotel joins a growing portfolio of new hospital options in the neighborhood. The Renegade Hotel, the Sparrow Hotel and the Avery Hotel have all opened nearby since 2023.
