Why does ITD demand less car idling when one must stop at every signal along a given route?

Why use camera actuated systems to control traffic signal operation when dozens of cars sit on a red light with no traffic going the other way (do we need to use pavement sensors again)?

Why are signals every one half-mile on Chinden near Meridian, those owning houses in subdivisions — they need to deal with traffic the way the rest of us have to.

Why was Caldwell Boulevard “repaved” from Northside to Winco in Nampa — road surface was smoother before.
