Candidates who are battling to win their party's primary election Tuesday have filed their campaign-finance records with the Idaho Secretary of State. Almost half of the funds spent on gubernatorial campaigns have gone to out-of-state people and businesses, with the majority of Gov. Butch Otter's campaign money reported as going to out-of-state recipients.
