Residents of the roughly 40-unit Riviera Estates Mobile Home Park who own their own homes may qualify for a property tax exemption that could ease their financial strain, according to Ada County officials.
A one-page application form for the exemption, which deals with loss of property, is available on the county’s website. The deadline to file for the exemption is 5 p.m. June 26 — but those who miss that can apply for a tax cancellation instead, according to county spokeswoman Kate McGwire. There’s no deadline for the tax cancellation form.
Nickie and Tobby Stoltz, who moved their mobile home from New Plymouth to Riviera Estates last July, were unloading donated food from their pickup Thursday afternoon. A generator hummed in the background. It’s been a rough few weeks for the couple.
“It’s been financially devastating,” said Nickie Stoltz, who noted that they can’t afford to move their house out of the park. “We’re both on anxiety medications.”

But things are improving. The river is finally dropping down below flood stage. The water in the mobile home park is down significantly, Tobby Stoltz said. The park must be dry before safety inspectors can get in to look at homes — and repairs must be made before power and water will be restored, according to the county’s emergency management director.
The Stoltzes said they were unaware they could qualify for flood-related tax relief. They don’t currently have internet access at their house, they said.
McGwire said the county hasn’t done any special outreach to the residents of Riviera Estates. The assessor’s office doesn’t direct messages to specific neighborhoods or property owners, she said. Anyone who’s experienced damage that caused the loss of all or part of taxable property — buildings or land — can seek the exemption. (Recently, it was granted to the owners of five homes falling apart due to a landslide in the Boise Foothills.)
“We have been sending out press releases and using social media to inform the public that all appeals are due by June 26 at 5 p.m.,” McGwire said.

Board of Equalization hearings for those who apply for the exemptions begin June 26 and run through July 10.
