The economy and legal changes are pushing and pulling Idaho revenues. At least that’s what the Idaho Division of Financial Management says about its latest state revenue forecasts.
For example, the newly passed partial personal-property tax exemption for Idaho businesses, and the $20 million reimbursement to local governments that goes with it, factored into fiscal 2014 sales-tax forecasts.
But variables such as high insurance premium-tax revenues and cigarette taxes going to the general fund for a school-bond levy program also played a role.
