The state ranks ninth in the amount of earmarked money it receives per capita, said the annual State of the Rockies Report Card prepared by Colorado College.
The report said Idaho’s congressional delegation secured about $104 in earmarked spending, compared with the national average of $40 per capita. Earmarks are appropriations inserted into bills by congressmen without going through the normal committee-review process.
The report is one of many such assessments released each year by interest groups and other organizations. Another one, the annual “Pig Book” released by Citizens Against Government Waste, found that the Idaho delegation secured $56.61 per capita in earmarks. The Pig Book, which details government waste, estimates that the U.S. average is $29.50.
A report card issued earlier this year by the Capitol Hill publication Roll Call found that Idaho is on the bottom when it comes to congressional clout.
