California, following up on an initiative of former governor Arnold Schwarzenegger, is implementing its own cap-and-trade system for greenhouse gases. Minnesota passed a law limiting the states utilities ability to import electricity from new coal-fired plants in other states. North Dakota, which has enormous deposits of low-BTU coal and which generates more than three times as much electricity as the state itself uses, is now suing Minnesota for interfering in interstate commerce. Other states are watching the lawsuit closely.
