Boise State president Bob Kustra declined an invitation to testify at Tuesday's Senate subcommittee hearing on the Bowl Championship Series, but a letter written by Kustra and signed by the eight other WAC presidents was entered into the record.

Utah president Michael Young quoted from the letter during his testimony.

Kustra's letter was similar to the one published in The Sporting News and the Idaho Statesman last month that detailed the lack of access to the BCS that teams like BSU face. Kustra removed references to a playoff system from the letter to gain consensus.

Still, he favors one.

"The idea that the playoff is unworkable doesn't hold much water," Kustra said. "We weaken our argument if we give up on a playoff system."

Kustra, who listened to the hearing from Boise, said he felt those favoring more access scored points against BCS defenders. Though with Utah Sen. Orrin Hatch leading the hearing, it was not unexpected.

"He certainly wasn't objective," Kustra said.

He added that Harvey Perlman, chairman of the BCS Presidential Oversight Committee, appeared to leave room for change.

"He said a couple of things at the very end that leads me to believe they understand they're on weak ground and may have to make more concessions."
