ONTARIO, Ore. — Jaime Moreno Jr., 25, was headed west on Southeast Seventh Street at 10:48 p.m. Thursday when his 2014 Chevrolet Impala sedan struck the patrol car parked at the intersection of Seventh and Third streets.
An Oregon State Police trooper reported that Moreno was visibly intoxicated and acted belligerent and aggressive toward police and others at the scene, where the patrol was sitting with its emergency lights flashing when it was hit, according to a report from the OSP.
Investigators learned that Moreno had taken the car without the owner's permission.
He was taken to the Malheur County Jail in Vale. He was charged with unauthorized use of a motor vehicle, driving under the influence of intoxicants, reckless driving and 11 counts of recklessly endangering another person. He was also cited for not having an operators license and refusing a breath test.
The recklessly endangering charges come from Moreno allegedly endangering two police officers, two firefighters, two passengers in the car Moreno was driving and five bystanders at the scene.
The patrol car did not have to be towed from the scene.
