Letter: City bond

Mayor Bieter's sly comment that the bond for upgrading firefighting won't cost citizens money because this cost will be covered by surplus in the city budget is not true. That surplus was paid for by taxpayers and should be returned. What budgetary items were inflated to produce this surplus? Will the Mayor and his "rubber stamping" City Council continue to manipulate the budget to ensure surpluses at taxpayer expense?

Using budget money to fund bonds may be illegal because it doesn't give the power of rejection to citizens.
