To understand April's Idaho tax revenues, look back to 2012. As the year drew to a close, it looked like federal taxes would go up in 2013, so taxpayers squeezed as much income as possible into 2012 to get lower rates. That scramble caused a ripple in April 2013, when Idahoans paid taxes on 2012 income. It meant a one-time, 20 percent windfall for Idaho - and it contributed to last month's 12.5 percent year-over-year decline in individual income tax collections.
