California-based Clif Bar hopes to break ground in April 2015 on a $160 million, 300,000-square-foot plant in a Twin Falls industrial park.

The Clif Bar plant is expected to create 250 jobs, which could swell to 450 if market conditions allow.

The plant would be located in Twin Falls' Jayco Industrial Park, just south of the city's new Chobani yogurt plant.

City officials on Thursday were considering terms of a development deal for the plant that would require about $25 million in improvements from the city and its urban-renewal agency, the state and other sources, according to a draft version of the deal.

The state could award $1.8 million, including $1 million from two community development block grants the city has been invited to apply for. The Idaho Department of Labor could also provide $4 million in workforce development training.
