Tom Luna discusses what will be necessary in order for Gov. Butch Otter's Task Force on Improving Education to succeed. Besides the proper funding, Luna and his 30 task force colleagues believe concepts like "mastery" -- demanding that kids get proficient before moving on to other subjects -- is important for preparing them for higher education and the workplace.
