What are the stores at Front and Capitol?

Starbuck's, Panda Express and Chipotle Mexican Grill appear on mock-ups in developer Hawkins Companies' application for more and bigger signs than Boise typically would allow.

Surf and turf, a barbacoa burrito and iced mocha in a single trip?

Maybe. Hawkins leasing manager Bryan Vaughn said the company hasn't signed deals. The pictures, he said, "were just renderings that the architect put together with names. Didn't mean anything either way."

What do they say?

Chipotle doesn't "have anything on the books in Boise," according to an email. A spokeswoman for Panda Express said she found no plans for a Boise store. Starbucks has "no store-opening plans to announce," a spokeswoman said.

But …

City design review planner Josh Wilson said the logos represent expected tenants, and changing the signs would require a new permit.
