Eagle Councilman John Grasser made a motion to approve Mayor Jim Reynolds' nomination for the last open seat on the council, city clerk Sharon Bergmann said.
But Grasser's motion failed when neither Councilwoman Mary Defayette nor Councilman Mark Butler seconded it, Bergmann said.
One of the council's four seats came open earlier this month when Council President Norm Semanko resigned, citing family and professional concerns.
Reynolds nominated Steven Rouse to fill the opening. The mayor called for a special meeting at 7 p.m. April 4 to discuss the council seat, Bergmann said.
