LAST WEEK'S HIGHLIGHTS

Health insurance exchange: The House passed a measure 41-29 to establish a state-based exchange after seven hours of debate. The measure now must be reheard by the Senate. The legislation, backed by Gov. Butch Otter, creates an oversight board for the exchange made up of representatives of consumer interests, producers, employers, health care providers and others. The exchange would receive no state funding. A major change from the Senate's version includes the addition of three legislators to that board.

Drones: The Senate State Affairs Committee agreed to allow bill sponsor Chuck Winder, R-Boise, to amend the legislation to establish privacy restrictions on the use of unmanned aircraft systems in Idaho.

Teachers: The House voted 55-14 for a measure that would allow school boards to impose a June 10 deadline for teacher contract negotiations. The measure allows the school board to set the contracts with its "last best offer" if negotiations go beyond June 10.

WHAT TO WATCH FOR THIS WEEK

Teachers contracts: The Senate Education Committee will hold public hearings Monday on several Idaho School Boards Association bills. One would limit teacher contracts to one year for all matters relating to salaries and benefits. Another measure would spell out regulations for increasing/decreasing salaries.

State-run exchange: On Tuesday the governor's office will present the House's health exchange bill before the Senate Commerce and Human Resources Committee.
