Congress passes bill to give Idaho ski resorts more options

Idaho ski areas could get a boost from a bill co-sponsored by Sen. Jim Risch, R-Idaho, and passed by both houses of Congress.

The Ski Area Recreational Opportunity Act of 2011 allows the U.S. Forest Service to grant permits to ski resorts on a year-round instead of seasonal basis. It also expands the definition of allowable recreation activities to include sledding, tubing, zip lines, mountain biking, Frisbee golf and high-ropes courses.

The act wouldn’t change anything in the immediate future for Bogus Basin or Brundage ski resorts in Idaho, but it would let them expand activities in the future, said representatives of both resorts.

“This is going to be a big plus in opening up a range of opportunities for summer recreation and also more employment during the off season,” said April Russell, a spokeswoman for Brundage Mountain Resort, which operates a 1,500-acre ski area in the Payette National Forest near McCall. “It removes some of the red tape and makes it easier for the forests to make decisions about those permits.”

The Lookout Ski Resort in north Idaho was the first to ask Risch to take on the issue. His staff checked with other resorts, which were supportive, said Brad Hoaglun, a spokesman for Risch.

Most Idaho ski resorts use Forest Service permits for ski operations, some more than others depending on how much private land they lease or have, Hoaglun said. Brundage operates on a 50-year lease, and Bogus Basin on a 40-year lease.

“This legislation is good for Idahoans and good for our economy,” Risch said in a news release. “Instead of restricting access to a few months each year, outdoor enthusiasts will be able to enjoy a variety of activities year-around. It will also simplify the process for resort operators.”

The bill now goes to President Barack Obama for his signature.
